Forming it is the start of the year and new infants have started the nursery, they lean to be shy and well reserved as they are not used to each other.Storming as they start to settle in for about a month, they because more comfortable and relaxed with each other, in some cases this might not happen, someone would want to be dominant out of the bunch and this may cause conflict between the infants.
